	Formulation	Per Licensed Place (i.e. maximum number of children) at the child care service
(i)	Processes/methodologies	Negotiations took place with Early Childhood Australia, the peak industry body, in 2014-15 and were conducted on a commercial arms-length basis, with the scheme introduced in 2016. A review was undertaken in 2020 which resulted in a 60% lower licence rate based on the likely reduced trading hours during the pandemic.
	Underlying data used	APRA generally uses a mix of relevant data sources to determine licence rates and impact on a particular business. This includes common sources of music, shifts in demand and changes in technology.
